SOLUTION: In order to transfer a user information and an application service data of the user and record a history, a data transmitting/recording means, a data receiving/recording means and an accounting means are provided. In the case where the user utilizes an own data at the application service, it is not necessary to copy the data by himself. Another ASP can easily obtain the user. A burden of an accounting business to the user can be reduced.
