PROBLEM TO BE SOLVED: To process an undetermined bill in an intermediate pool part in the case of causing trouble such as jamming without touching determined bills in a bill storage part. SOLUTION: The bill receiving and paying device 1 is equipped with a safe 400 which stores determined bills P, a shutter 402 which opens and closes the upper opening 401 of the safe 400, an intermediate pool part 300 which carries the undetermined bill P in onto the safe 400, a lift blade 411 which discriminates between the determined bills P and undetermined bill P, and a retraction member 314 which moves the undetermined bill P on the lift blade to above the shutter 402 and holds it there when the shutter 402 is closed.
