PROBLEM TO BE SOLVED: To solve a problem that although the transmission frequency band can be utilized more efficiently by storing the content in a receiver under control from the transmitting side, it must be determined how to perform storage control of content in order to operate a transmitting/receiving system more efficiently. SOLUTION: Content utilization information, i.e., information concerning to utilization of content in a receiver, is collected and totalized and then an instruction being transmitted to the receiver is generated depending on the results of totalization.
