SOLUTION: This system is provided with a web server, a communication server, a mail server, a customer data base server, a questionnaire data base server, a reply analysis server, a purchase barrier data base server, and a purchase barrier solution data base server and an information control processing part. Then, readers reply to questionnaires carried in a sales campaign on the web. The identification information of the answer questionnaires is recorded in the customer data base. The item information of the reply questionnaires is analyzed by the reply analysis server, and the customer group which is likely to purchase merchandise is extracted. The purchase barrier factors recorded in the purchase barrier data baser server are distributed to the customers in the customer group which is likely to purchase merchandise, and the customers reply to which factors are the purchase barriers. The resolutions for the purchase barrier factors are decided ands proposed based on a plurality of solutions recorded in the purchase barrier solution data base server.
