SOLUTION: The network management device that manages network devices making communication on a network, is provided with a VLAN information database that stores device identification information being identification information of the network devices connected to the network and a VLAN group to which the network devices should belong in the network in cross-reference with each other, a reception section that receives the device identification information of the network devices from the network devices, a database update section that stores the device identification information in the VLAN information database in cross-reference with the VLAN group to which the network devices having the device identification information received by the reception section should belong, and a setting section that sets the network devices with the device identification information to the VLAN group stored in the VLAN information database in cross-reference with the device identification information.
