PROBLEM TO BE SOLVED: To provide a transparent conductive film or a transparent conductive sheet and a touch panel using them, excellent in pen-sliding resistance where, after 100,000 times of sliding tests by polyacetal pen at 5.0 N, a transparent conductive thin film is not broken down, and excellent in position detection accuracy and visibility. SOLUTION: The transparent conductive film is a transparent plastic film with transparent conductive thin films with indium oxide and cerium oxide as main ingredients laminated on either of its face, and specific resistance of the above transparent conductive thin films is not more than 1.0×10<-1>Ω.cm and light transmittance of the above transparent conductive film is not less than 82%.
