PROBLEM TO BE SOLVED: To provide a communication service system for effectively communicating with an unspecified number of people in a neighborhood who are able to attend a meeting on immediate notice. SOLUTION: A user, searching for a person who helps him for something sends a message thereof via a portable communication terminal 100 to a communication controller (center) 300 serving as a system manager unit via a base station 200. The communication controller 300 detects portable communication terminals, located within a specified range from the portable communication terminal 100 originating the message and sends the message to all of them, at the same time. Those received the message and interested in its contents send answer messages to put questions, etc., to the person originating the original message. When after such works have been executed to reach an agreement about request items, e.g. by having both parties meet immediately actual help, i.e., a cooperative work is executed.
