PROBLEM TO BE SOLVED: To provide a wireless communication system that can be built up at a low cost where unexpected charging will not be imposed on the user. SOLUTION: In the wireless communication system provide with wireless base stations each accommodating wireless terminals via wireless channels and a charging device that applies charging processing to the wireless terminals, each wireless base station reserves areas corresponding to a buffer size decided by a 1st wireless terminal under a contract condition reflected on charging in response to a connection request from the 1st wireless terminal, stores received packet data of the 1st wireless terminal to the reserved area, and transmits the packet data stored in the area to the 1st wireless terminal. The charging device stores a contract rank indicating the buffer size by each wireless terminal and decides charging data of each wireless terminal depending on the contract rank.
