PROBLEM TO BE SOLVED: To effectively use a road space beyond a railroad crossing to prevent a traffic snarl at the railroad crossing while securing the safety of a vehicle crossing the railroad intersection. SOLUTION: The overall length of a vehicle 501 which will cross the railroad intersection is measured on a road 801 before the railroad intersection by a vehicle overall length detector 102. The overall length of the space where no vehicles exist on a road 803 beyond the railroad intersection is measured by a road space overall length detector 103. When the road space overall length is shorter than the vehicle overall length or a train is approaching, passage on the railroad intersection and the road before the railroad intersection is inhibited by a crossing gate 109 to stop vehicles from entering the railroad intersection. Further, a display device 106, a speaker 108, and a signal 107 are used to inform the driver of the vehicle 501 of a message, a voice, or a signal indicating that passage on the railroad intersection is impossible.
