PROBLEM TO BE SOLVED: To provide a video display power controller which can improve the quality of display video by controlling the video signal level of an input video signal while taking the luminance of a display screen into consideration. SOLUTION: The controller which displays video on a display screen of specific luminance by using an input video signal is equipped with a level computing means 110 which computes the mean video signal level obtained by averaging respective video signal levels of the input video signal as specified, a luminance adjusting means 240 which adjusts the luminance of the display screen, a power computing means 220 which computes display power needed to display the video on the display screen according to the mean video signal levels by video and the luminance of the display screen adjusted by the luminance adjusting means, and a level control means 230 which controls the video signal level of the input video signal by the video so that display electric power does not exceed a specific value.
