PROBLEM TO BE SOLVED: To provide a disk cartridge and a disk recording and reproducing device. SOLUTION: On the inner wall of a case 12 for housing a disk 13 or a housing to which the disk is to be mounted, a cleaning means for cleaning made into contact with the disk deviated elastically by flowing of air when the disk is rotated is provided. The cleaning means includes an elastic plate 110 one side of which is fixed to the inner wall of the case 12 and the other end of which is elastically deformed between the dish and the inner wall of the case by flowing of the air generated during the rotation of the disk 13 and is provided movably, and a filter 120 provided on the other side of the elastic plate for cleaning by being made into contact with the disk rotating when the other side is moved to the disk side. Cleaning work is performed automatically by the flow of air to dispense with a troublesome manual work and to prevent the cleaning means from being removed from a disk area so as to be advantageous for miniaturizing the disk cartridge or the disk recording and reproducing device.
