A method and an apparatus capable of effectively performing encoding and decoding by using a conversion base. In an encoding method in which a signal to be encoded is converted in accordance with a conversion rule when encoded, a signal having a correlation with the signal to be encoded is fetched as a reference signal and a conversion base serving as a fundament of the conversion rule is derived from the characteristic of the fetched reference signal. In accordance with the conversion rule based on the derived conversion base, the aforementioned signal to be encoded is converted and encoded. Thus, a signal to be encoded is converted in accordance with the conversion rule based on the conversion base derived from the characteristic of the reference signal. Since the reference signal has correlation with the signal to be encoded, the conversion base derived from its characteristic is matched with the characteristic of the signal to be encoded.
