PROBLEM TO BE SOLVED: To provide a thermal insulating box formed by plate members having a superior thermal insulating effect that is thin, lightweight, strong and has an improved transportation effect. SOLUTION: There is provided a thermal insulating box 10 comprising a box body 20 constituted by a bottom plate 21 and a plurality of side plates 22A, 22B, 22C and 22D; and a lid 23 pivotally arranged at the box body 20 and enabling the box body 20 to be opened or closed, wherein at least one of the box body 20 and the lid 23 is constituted by a plate member 1 in which foam material 3 is filled in a hollow panel 2 having a member 5 containing resin and glass fiber integrally formed.
