PROBLEM TO BE SOLVED: To facilitate the work of packing a water-impervious material such as an asphalt mixture into a space inside a joint part between pile members when steel sheet piles or the like are arranged in a line for the construction of a water-impervious wall. SOLUTION: For the water-impervious wall 10 constructed by placement of steel sheet piles or the like, a placement device 30 is used for packing an asphalt mixture or the like into a space inside a joint part between adjacent piles. The placement device 30 has a long pipe 47a provided in a bucket 45 supported by a crane 50 or the like and places the asphalt mixture from the bottom of the space, whereby a filling layer 25 can be constructed.
