PROBLEM TO BE SOLVED: To provide an exhaust emission control device that can activate catalyst in a short time at a low cost, and a method for controlling exhaust emission using the device. SOLUTION: The exhaust emission control device comprises: an end portion 21 of an exhaust gas inflow pipe 11 into which exhaust gas 33 from an engine flows; a catalyst holding container 23 disposed to the end portion 21; a catalyst 27 accommodated and held in the catalyst holding container 23 and purifying the exhaust gas 33; and a partition wall 29 disposed to be spaced from the catalyst holding container 23 to cover the catalyst holding container 23 from the outside; and an outer wall 31 accommodating the end portion 21 of the exhaust gas inflow pipe 11, the catalyst holding container 23, the catalyst 27, and the partition wall 29, and communicating with an exhaust gas outflow pipe 13. |
