PROBLEM TO BE SOLVED: To insure that a seaming torque which works final for seaming is smaller than a reference seaming torque and that the seaming is reliably performed by the reference seaming torque. SOLUTION: A rotary body connected to an output shaft 14 of a motor 12, to which an output control operation is performed, to be rotated and having a holding portion 13 for holding a cap 15 is provided. A control period for the motor 12 has a plurality of sequential period portions. The plurality of sequential period portions have a preliminary period portion P1 in which the rotary body is driven for rotation under the condition that the cap 15 is not brought into contact with a bottle 16, a provisional seaming period portion P2 in which a rotational speed of the rotary body is slowed down under the condition that the cap 15 is brought into contact with the bottle 16, and a regular seaming period portion P3 in which the rotary body is rotated at a speed faster than the speed slowed down in the provisional seaming period portion P2. Since refastening is performed by positively driving the rotary body for rotation in the regular seaming under the condition that the speed in an initial condition is slowed down in the provisional seaming period portion P2, fastening which may occur without the rotation of the rotary body although a torque is given is avoided. A rotational angle of the regular seaming is governed and controlled to a value which is not zero.
