PROBLEM TO BE SOLVED: To provide a hollow chamber filling tool capable of efficiently filling a hollow chamber by controlling the foaming and expanding direction or quantity of a foaming base material. SOLUTION: The peripheral parts of two superposed sheet members 2 are closed by a seal member 4, whereby a bag-like housing vessel 5 is formed. The housing vessel 5 is nipped in cross by a lateral nipping member 3a and a vertical nipping member 3b to constrain the nipping directional expansion. The inner part of the housing vessel 5 is partitioned to first and fourth housing areas 11a-11d by the nipping members 3a and 3b. The foaming base material 6 is housed in the first to fourth housing areas 11a-11d in the respectively partitioned states.
