PROBLEM TO BE SOLVED: To prevent concentration of carbon dioxide from increasing in a car. SOLUTION: A concentration detecting means 13 detects concentration of carbon dioxide in a car. A control means 14 begins processing for suppressing the concentration when the concentration of carbon dioxide detected by the concentration detecting means 13 exceeds a set level.
