PROBLEM TO BE SOLVED: To simplify a method and apparatus for easily, cheaply and quickly forming a sandbag and to provide a method and apparatus for forming a sandbag characterized in that the sandbag formed is collapsible or of knockdown type to facilitate the storage and transportation of the apparatus. SOLUTION: A fixed ring 6C connected to a fixed shaft 3B is pulled by a linear element 11A having T-shaped tips 10 at each end and initially passed through both an axial hole a4 in a fixing part 2 for two U-shaped support legs 1 shown in figure 9 and axial holes b5 in the opposite support legs 1, whereby the two support legs 1 are instantly combined in the form of X. A fixing ring 6 is inserted into a ring fixing groove 7 in the fixed shaft 3 to assemble support for supporting a sandbag. Covers 9 serving as weights are mounted on the upper side 8 of the support with the mouth of the sandbag 26 widened and hooked to the upper side, so that it is easy to put sand in the sandbag because of the covers 9 bent inwards.
