PROBLEM TO BE SOLVED: To provide a measuring apparatus by which the rotational speed of a swiveling flow can be measured with high accuracy by eliminating the influence of a bearing. SOLUTION: The apparatus 1 which measures the rotational speed of the swiveling flow S generated inside a cylinder 2 is provided with a main shaft 8, a vane 20 which is connected to the main shaft 8 and which is turned by receiving the swiveling flow S, a motor 7 which turns and drives the main shaft 8, a frictional-torque generation member 36 such as the bearing or the like which adds a frictional torque to the main shaft 8, and a torque detection means which detects a torsional torque in the main shaft 8 or in the connection part of the main shaft 8 to the vane 20.
