The device for expansion of a single- or two-phase fluid incorporates a compartment with an outer scroll (72) and an inner scroll (70). Circular translation of the inner scroll without actual rotation is permitted by eccentric shafts (52,63). One shaft (52) carries the rotor (54) of an electric brake whose stator (55) is fixed for controlling the speed of rotation. The fluid (69) entering the compartment is expanded as the larger shaft (52) is rotated.
