PROBLEM TO BE SOLVED: To prevent a bad odor, etc., from leaking out through a hook hole of a cover and a gap around the cover, and prevent a large amount of inside bad odor, etc., from erupting abruptly when the cover is opened. SOLUTION: A cylindrical supporting frame 4, whose lower end is provided with a receiving part 4a of a filter frame 9, is mounted inside a receiving frame 2 of the cover 1. A filter 12 is constituted in such a manner that a layer, which adsorbs moisture and swells to interrupt circulation of air, is superposed on a layer having cultured bacteria which capture and decompose hydrogen sulfide gas, methyl mercaptan, NOx, SOx, CO2 , etc., by taking fibrous activated carbon, etc., as a carrier. The filter 12 is held by the filter frame 9. The filter frame 9 is dropped for fitting into the supporting frame 4.
