PROBLEM TO BE SOLVED: To provide a decomposing agent capable of decomposing-treating a substance containing a halogenated organic compound such as a flying ash without heating, and to provide a decomposition treating method capable of simultaneously reducing eluation of heavy metals by decomposing-treating the substance containing the halogenated organic compound without heating. SOLUTION: The decomposing agent contains calcium oxide for decomposing the substance containing the halogenated organic compound such as a flying ash. Calcium oxide of which an activity at T60 value is 10-500 seconds, is used.
