PURPOSE: An active matrix display is provided to decrease power consumption, and to prevent operation failure in converting operation of a level shifter by controlling operation time of the level shifter. CONSTITUTION: A level shifter(3) operating in a time-divisional manner is formed by a level conversion circuit converting a signal voltage level, a control circuit generating a control signal deciding an operation period of the level shifter and a switching circuit supplying a power supply voltage to the level conversion circuit in response to the control signal. Thus, the operation period of the level shifter is readily controlled for stopping operation of an unnecessary circuit part. When the control circuit generating the control signal deciding the operation period of the level shifter is employed for overlapping operation periods of adjacent level shifters, the operation failure such as the disabled state of a next-stage latch circuit resulting from delay is prevented in switching the operation of the level shifter.
