PURPOSE: A communication line controller is provided to connect a subscriber telephone line or a data communication line for controlling indiscreet, indiscriminate, and unlimited telephone or Internet use to designate and use a uniform time, or controlling a specific telephone number or data retrieval. CONSTITUTION: In case of controlling a use time of a communication line, a random setting time is inputted(S2) and a password is inputted(S3) so that a telephone or Internet user does not changes the setting time voluntarily. In case that the inputted password is identical to a previously stored password, a line connection program is operated so that it is possible to use a communication line during the setting time(S4-S6).
