PROBLEM TO BE SOLVED: To obtain an economical hydraulic mixture by adding a swelling material of an amount required for raising a viscosity. SOLUTION: When a hydraulic mixture A is manufactured, a specific amount of water W and a specific amount of a water swelling material B are cast into a mixer 10 and they are mixed and stirred in advance. Then, when the water W and the hydraulic material B are stirred for a specific time, the mixing and stirring of the mixer are stopped and it is allowed to stand still for a specific time. The time for standing still is a time to be provided so that the hydraulic material B is sufficiently swollen and dispersed to make a slurry S and suitablly set corresponding to an amount of the hydraulic material B and the like. When the slurry S is prepared wherein the hydraulic material B is sufficiently swollen and dispersed by standing still for a specific time, then hydraulic cement C, a hardening retarder Z and a fine aggregate S are casted into the mixer 10 and they are mixed to manufacture a hydraulic mixture A of a specific blending rate by kneading them.
