PROBLEM TO BE SOLVED: To flexibly correspond to a demand for urgent delivery, add cargo handling work without increasing personnel cost and instruct addition of the work by interrupting in the middle of the cargo handling work. SOLUTION: The cargo handling work instructed to the worker is instructed as a working unit divided for each of working processes. Addition of the work is instructed concerning the work possible to add in the region of the instructed working unit before the instructed cargo handling is finished.
