PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner less liable to cause image defects while having high density and high masking property and to provide an electrostatic charge image developer, an electrostatic charge image developer unit and an image forming method. SOLUTION: The electrostatic charge image developing toner contains white toner particles having <=14μm volume average particle diameter and 20-50 wt.% concentration of a color material and an external additive containing fine particles of hydrophobic titanium dioxide having 40-250 m<2> /g BET specific surface area and the absolute value of the quantity of electric charges of the toner is 20-50μC/g. The electrostatic charge image developer contains toner containing white toner particles having <=10μm volume average particle diameter and 20-50 wt.% concentration of a color material and a carrier surface- coated with a fluororesin-containing coating resin.
