PROBLEM TO BE SOLVED: To obtain an oil-in-water type emulsion cosmetic having excellent compatibility with the skin, excellent water resistance, especially makeup retention properties without secondary adhesion and an excellent cover force in spite of having excellent spread and a fresh sense of use. SOLUTION: This oil-in-water type emulsion cosmetic is obtained by formulating an oil-in-water type emulsion cosmetic characterized by comprising anα-monoalkyl glyceryl ether, a wax and a silicone oil and having >=10 wt.% of the silicone oil in an oil phase except theα-monoalkyl glyceryl ether and the cosmetic with hydrophobicized powder. This oil-in-water type emulsion cosmetic is obtained by further formulating the oil-in-water type emulsion cosmetic with a silicone resin represented by general formula RnSiO(4-n)/2 (R is a 1-6C hydrocarbon group or a phenyl group; n is a number of 1.0-1.8).
