PROBLEM TO BE SOLVED: To provide a snow melting device being easy to construct, remove and repair, and a method of constructing it. SOLUTION: The snow melting device includes a laminated heat insulator 14 laid on the ground 12; retaining members 16 of a predetermined height which are mounted on the heat insulator 14 and installed at predetermined intervals to one another; and surface plates 20 mounted on the retaining members 16 without gaps between the plates. A space is provided between the heat insulator 14 and the surface plates 20 and piping 18 is laid in the space. The piping 18 is drawn out to enable circulation. A pump 16 and a boiler 32 are provided on the piping 18.
