PROBLEM TO BE SOLVED: To manufacture a unidirectional electromagnetic steel sheet having a mirror finished surface, coated with a tension imparting insulative coating film and low in iron loss, by providing a low cost, adhesion improvement technique for the insulating coating film to the steel sheet. SOLUTION: At the time of applying the insulating coating film on the steel sheet having no finish annealing coating film on a part of or the whole the surface, the tension imparting insulative coating film is applied after the steel sheet is annealed under an oxidizing atmosphere, cooled and successively annealed under a weak reducing atmosphere.
