PROBLEM TO BE SOLVED: To provide a wet tissue material which can be manufactured as a small volume unit and absorbs liquid to be swollen into wet tissue and a manufacturing device for wet tissue which has simple structure and can bear long period use. SOLUTION: Tissue material unit bodies 21 to be made into wet tissue are manufactured by drying, pressing, or vacuum drying and made into unit bodies of tightly compacted wound stick or block. The unit bodies 21 are connected by a connecting piece 22 into a belt shape. A tissue material belt 2 is stored inside a storage chamber of the wet tissue manufacturing device and taken out by one by control wheel members according to a taking-out signal and further the connecting piece 22 is wound back by winding-back wheels. Thus unit bodies 21 are dropped down to an exporting member or a taking-out port and sprayed or soaked by liquid to absorb liquid to be swollen into wet tissue.
