PROBLEM TO BE SOLVED: To reduce the cost and environmental load in the cleaning treatment of polluted soil while keeping the value of real property by shortening the restriction time of a polluted site and to reutilize cleaned soil. SOLUTION: Soil polluted with petroleum or the like is carried out to one or more cleaning centers 3, 3B and 3C provided at other place from the specific polluted site 2 among one or more polluted sites 2, 2B and 2C and the area where polluted soil is removed is filled with cleaned good soil 33 delivered from the cleaning centers (23). The cleaned good soil 33 is obtained by cleaning the polluted soil of other site 2B or 2C in the centers 3, 3B and 3C by biological treatment or the like. Further, the polluted soil fed out of the specific site 2 is cleaned in the centers 3, 3B and 3C to be reutilized in the other site 2B or 2C.
