PROBLEM TO BE SOLVED: To provide an artificial fishing bank block which can hasten the generation of phytoplanktons and sea algae and can allow their growth and proliferation to persist stably over a long period. SOLUTION: This artificial fishing bank block is characterized by kneading sand with cement, stones and an ionic water containing minerals consisting mainly of ferrous ion and then molding the freshly mixed concrete in a prescribed shape.
