SOLUTION: A wiper holding frame 501 having an opening part, opened into the basket 2 at the tip, and surrounding the scraper shaft 401 in a easing 1 is fixed to the casing 1 and a plurality of wiper blades 502 laying in the circumferential direction of the scraper shaft 401 are arranged inside the wiper holding frame and are held by the wiper holding frame to press the wiper blades to the outer circumferential surface. At the time of ascending the scraper shaft 401, the solid material stuck to the outside surface of the scraper shaft 401 is removed by reciprocally turning the scraper blade 403 to carry out the cleaning work.
