PURPOSE: To provide a device by which even a terminal taking part in a video conference halfway or the like can smoothly display a video image of the conference. CONSTITUTION: The multicast conference device is characterized in that it is provided with a video coding means that applies coding processing to an input video image, a video transmission means 103 that multicast-transmits the processed image, a video image reception means 107 that receives it, a video decoding means 108 that decodes it, a video display means 109 that displays it, a midway participation notice means 114 that informs a conference of midway participation, and a midway participating terminal detection means 113 that detects the midway participation notice and transmits a signal to the video coding means, and the video coding means receives the signal sent from the midway participating terminal detection means and changes a coding form into an in-frame coding form.
