PURPOSE: An artificial fishing reef using waste concrete ties and waste concrete telegraphic poles is provided to devise the recycling of waste materials, thus reducing a construction cost thereof. CONSTITUTION: The artificial fishing reef is constructed by coupling waste concrete telegraphic poles(21,22) with waste concrete ties(11,12). For the coupling of the poles and ties, a first coupling plate(23) are attached to the waste concrete telegraphic poles, a U-shaped bolt(24) is fitted to both side holes of the coupling plate after surrounding the waste concrete tie, and second coupling plates are used to collect and fasten the poles that are fixed by the first coupling plate and the U-shaped bolt.
