PROBLEM TO BE SOLVED: To solve the problem of sufficient characteristic being unable to be obtained, while electrical resistivity is kept high in the conventional composite magnetic material. SOLUTION: Composite magnetic material is provided which contains metal magnetic material powder and thermosetting resin, filling ratio of the metal magnetic material powder is 65-90 vol.%, and electrical resistivity is at least 10<4>Ω.cm. The composite magnetic material may contain further electrical insulating material other than the thermosetting resin. By embedding a coil in the composite magnetic material, a small-sized magnetic element having a large inductance value and superior DC superposed characteristics can be obtained.
