PROBLEM TO BE SOLVED: To use a small capacity of a controlling element 4, and certainly start an engine even if the performance of a battery is lowered. SOLUTION: The engine starting device 1 is provided with the controlling element 4 for controlling an armature current, a short-circuit relay 5 (a relay contact 5a and an excited coil 5b) for shot circuiting the controlling element 4, and a control circuit 6. In a normal starting mode requiring high-current, the control circuit 6 PWM controls the controlling element 4 to gradually increase the armature current. When the armature current exceeds a permissible current of the controlling element 4, the relay contact 5a is turned on, and an armature 11 is energized with full voltage. In an EASS(engine automatic stop and start system) starting mode capable of starting an engine by a current not more than the permissible current of the controlling element 4, the armature current is controlled till the completion of starting through the controlling element 4.
