PROBLEM TO BE SOLVED: To deliver an article W completely even in the case of a moving rack 1 with a gentle slope or in the case where a the weight of an article W to be stored is light. SOLUTION: When an oscillating and elevating article base 23 is at the top oscillating position (indicated by a solid line in Fig. 1), the article W stopped by a stopper 42 for subsequent article moves until it hits a stopper 29 for frontmost article. When the oscillating and elevating article base 23 is at a lowest oscillating position (indicated by a chain line in Fig. 1), the frontmost article W which has stopped by abutting on the stopper for frontmost article 29 rides over a delivery roller 37, so that the frontmost article W is delivered forward by the rotating delivery roller 37.
