PROBLEM TO BE SOLVED: To smoothly purchase a desired train ticket without congesting a ticket vending machine in the closest station of public traffic facilities in the case of event end. SOLUTION: Visitors to an event site 10 purchase train tickets in stations closest to their houses (Y station 32y, Z station 32z, B station 30b and C station 30c), get on trains and get off the trains on an AX station 16 closest to the event site 10. When a train ticket is inserted to a ticket checking machine 18 in the case of getting off the train, the ticket checking machine 18 counts the number of persons getting off the train and reads leaving data such as starting station data and these data are sent to a data counter 20 and a server 22, and are totalized and managed. After event end, visitors 12 leave the event site 10 and most of persons directly go to the closest AX station 16 and go back to home by utilizing the railroad or the like. At such a time, based on the leaving data in the server 22, a host computer 24 changes the setting of issuing conditions of ticket vending machines 14a-14c. Corresponding to this setting change, indications on display parts 26a-26d are changed as well and the ticket vending machines can be efficiently utilized.
