PURPOSE: An apparatus and a method for synchronizing pictures of a digital TV are provided to remove a transient phenomenon generated when the position and size of an output picture are simultaneously changed to display a stable picture. CONSTITUTION: It is judged if picture size information is changed as picture position information is varied. When the picture size information was changed, the picture size of the current frame is compared with the picture size of the previous frame. When the picture size of the current frame is different from the picture size of the previous frame, the picture position is extracted and transmitted to a synchronous generator. When the picture size information was not changed, the position information of the current picture is transmitted to the synchronous generator. When the picture size of the current frame is not different from the picture size of the previous frame, it is judged if eight frames has passed. The position of the current picture is transmitted to the synchronous generator when the eight frame has passed.
