PROBLEM TO BE SOLVED: To safely and easily circulate the electronic settlement data of a bill or the like through a network without damaging the credibility of a person concerned. SOLUTION: An issuing body 16 issues electronic exchange bill mount data obtained by adding a member store open key and issuing body signature data to member store information for specifying a member store 14, and transmits the data to the member store 14. The member store 14 receives the data, and adds transaction information and the member store signature data for guaranteeing the addition of the transaction information to the data, and transmits the data to a user 12. The user 12 returns electronic exchange bill data 22 obtained by adding signature data constituted of handwritten signature (self-known signature data) to issued electronic exchange bill data 20 to the member store 14. This signature is constituted of the self-known signature data on which the will of the user 12 to accept the electronic exchange bill data 20 is reflected, and added with enciphered data so as to be easily discriminated in the following processing. Therefore, it is possible to prevent a third person from impersonating the person concerned, or to prevent the data from being altered.
