PROBLEM TO BE SOLVED: To provide a locking and unlocking system, having a simple constitution capable of using a structure of a lighting device attached portable tool to transmit a light signal, and making use of the light signal. SOLUTION: A signal-transmitting section 4 includes a first semiconductor luminous element chip 410(R) for emitting a light of a first wave lengthλ1 , a second semiconductor light-emitting element chip 410(G) for emitting a light of a second wave lengthλ2 and a third semiconductor luminous element chip 410(B) for emitting a light of a third wavelengthλ3 . A modulating section 400 sets the ratio of the strength I1 of a first light and the strength I2 of a light of a second wavelength, the ratio of the strength I2 of a second light to the strength I3 of a light of a third wavelength or the ratio of the strength I3 of the second light to the strength I1 , of the light of the first wavelength, and personal discriminating information is formed. A signal-receiving section is constituted of first, second and third light detectors 51(R), 52(G) and 53(B). A locking object includes the signal receiving section 5 and a lock mechanism 6 for unlocking, when agreement is confirmed as to whether the personal discriminating information included in the light signal to be received agrees with the personal discriminating information registered in the locking object.
