<p>PROBLEM TO BE SOLVED: To make an effective plan by applying an effective method for avoiding a local solution, based on two characteristics of car allocation and a delivery route, thereby optimizing the whole delivery plan integrating two characteristics. SOLUTION: A delivery plan making means 2 for making a delivery plan based on delivery request data and vehicle data inputted by an input means makes the delivery plan of cargo by a plurality of vehicles to a plurality of delivery destinations. The delivery plan making means 2 comprises, an initial delivery plan making means 4, and an optimal delivery plan making means 5.
