PROBLEM TO BE SOLVED: To propose a method for optimizing time performance without needing specific identification or modification of network critical paths of cells. SOLUTION: This method optimizes time phase performance of network of electronic cells containing plural cells drawn from a library LIB containing plural categories of the cells where all the cells in the same category have the same functions and arranged in order of output increase. The method comprises an accurate calculation step of transmission time dt of signals passing through each cell of the network and an identification step of the cells having transmission time value dti calculated to be larger than a predetermined referenced value Ref.
