PURPOSE: A construction tender web site operating system and method is provided to enable plural design companies and construction companies to transparently make a tender for designing and constructing a building as desired by a building owner so that it can prevent a fraudulent construction. CONSTITUTION: The method comprises steps of noticing a tender for an interim construction design by opening a construction request document, submitted by a building owner, to a plurality of design company members registered at the first member management database(S21), enabling the design company members to download/fill in a tender form of an interim construction design and to make a tender for the interim construction design by transmitting the tender form to a web server within a designated time(S22), finishing a tender application of the interim construction design(S23), determining a successful tenderer on the interim construction design by enabling the building owner to consult with experts and opening the successful tenderer and determination reasons to the design company members(S24, S25), noticing another tender for a building construction by opening the determined interim construction design to a plurality of construction company members registered at the second member management database(S26), enabling the construction company members to download/fill in a tender form of a building construction and to make a tender for the building construction by transmitting the tender form to the web server within a designated time(S27), finishing a tender application of the building construction(S28), determining a successful tenderer on the building construction by enabling the building owner to consult with experts and opening the successful tenderer and determination reasons to the construction company members(S29, S30), and enabling the determined design company to perform a real design based on the interim design and the construction documents submitted by the determined construction company, and enabling the determined construction company to construct the building based on the real design(S31, S32).
