PROBLEM TO BE SOLVED: To provide a programmable logic circuit, capable of realizing a desired circuit using a small number of cells. SOLUTION: A switching module 11 is able to supply a fixed value to a logical block, and to connect adjacent wiring N, E, S, and W to each other. Therefore, it is possible to improve the flexibility in the arrangement of cells by directly connecting adjacent cells or global wiring, while executing logical arithmetic operations within the same cell.
