PROBLEM TO BE SOLVED: To provide a method and a device of low cost and easy to use capable of directly emitting light and generating a sound or capable of charging generated power in a battery by generating power by wind force and operating a light emitter and/or a sound generator and other electrical machinery and apparatus by the battery. SOLUTION: Rotation force is applied to a stepping motor from external and the light emitter and/or the sound generator are operated by electromotive force of the stepping motor. Furthermore, the rotation force is applied to the stepping motor from the outside and the battery is charged by power generated by the stepping motor, and the light emitter and/or the sound generator and other electric machinery and apparatus are operated by the battery.
