PROBLEM TO BE SOLVED: To reduce a load on an entire system and efficiently distribute data by distributing the load on a distributing device to increase the quality of communication in data distribution. SOLUTION: A distribution control device 5 selects one of distribution devices 4 when accepting an access from a terminal device 6, and returns the URL of the selected distribution device 4 to the terminal device 6 to instruct a specific distribution device from which data distribution is received. When the distribution control device 5 receives a request for distribution from the terminal device 6, if the terminal device designates the type of the distribution data, selects the distribution device communicable in the type of the designated data. When the terminal device 6 designates a communication speed, the communication device to which the distribution data of the quality matching the designated communication speed can be distributed is selected. The terminal device 6 allocated by the distribution device 4 issues a request for start of distribution to the distribution device 4, the distribution device 4 determines whether the requested distribution data are present or not in the device. If the data communication is available, the distribution is started.
